- "Our vision is to revolutionize the way authorities and innovators in the food sector collaborate. One Stop Myndighetsshop is the key to this change," say Jenny Dannstedt and Linda Glad of the design agency Antrop, which has been commissioned by Tillväxtverket to lead the process.
The development of One Stop Myndighetsshop started in 2021 with a system mapping to identify factors affecting the level of innovation. In 2022 and 2023, concept and scale-up tests were carried out with innovative seafood companies such as Ostrea and Nordic Seafarm, both with challenges in relation to regulations on farming in the sea and who came into contact with One Stop Myndighetsshop through Innovatum Science Park.
- As it stands, there is some hesitation among investors and start-ups to come here because regulations and bureaucracy seem to be inhibiting. We need to work quite hard to change that," says Lillemor Lindberg, innovation manager at Innovatum Science Park, who is well aware of the challenges faced by innovative companies and is therefore involved in the development of One Stop Myndighetsshop.
- "When we've had concerns and difficulties, we've consulted Innovatum Science Park and its network. They have been invaluable in getting the entrepreneurs' perspectives represented," says Jenny Dannstedt.
The benefit analysis carried out by One Stop Myndighetsshop shows that the approach contributes to administrative savings, more efficient handling of permit cases and potentially positive impact on growth and innovation.
- The tests have shown us that One Stop Myndighetsshop not only creates trust and makes life easier for businesses, but also creates a more efficient and predictable process for the authorities," says Linda Glad.
The establishment of One Stop Myndighetsshop is planned for 2024, with the hypothesis that it will initially focus on seafood companies. After 2025, the aim is to expand the establishment to other future areas of the food system. Other sectors, such as transport and energy, could also benefit from testing the approach in the future. Challenges ahead include coordinating several authorities at the same time and designing an efficient and coherent approach in a model that contributes to a more innovation-friendly environment in Sweden.
- We believe that One Stop Myndighetsshop will be a catalyst for change, not only in the food sector but across the Swedish innovation landscape," says Jenny Dannstedt.
One Stop Myndighetsshop is a cross-authority innovation group that handles innovations and future areas in food where regulations are missing or the interpretation is unclear. The aim is to enable quick decisions and notifications to the company/innovator and thereby get innovative food to market faster. The solution can be scaled up and implemented more widely, for appropriate regulatory development and interpretation in more sectors.

The concept development was commissioned by the Swedish Agency for Economic and Regional Growth, which recommended that the government make the pilot permanent. Other authorities involved in the development of the prototype are the Swedish Board of Agriculture, the Swedish Food Agency and the Västra Götaland County Council.
